Rules the built-in ones don't cover, made from simple building blocks. Each can be a rule or just a warning.

Each rule says who (everyone, women, men, leaders, teachers, adults, teens, named people), where (rooms, services) and how many, and whether breaking it blocks approval or only warns. The examples start switched off.
